I use my own custom compiles of command line mame, not that mame32 crap. If you are using a frontend then mame doesnt need it's own built in gui.
KOF 13 is not mame. It is a type x2 arcade game which is just a pc with an i/o board and security dongle. The one at Gamewarp was just running the cracked TX loader that will let the game run on any computer. Here are the TX2 arcade specs:
