Maybe easier to find a GBS-8200 and doing the open source firmware mod.  ( i am not sure they will do down conversion , i assume you want VGA/SVGA to RGB )

Yup, fully aware of the value on these. GBS won't work unfortunately. Downscaling 31khz to 25khz and the GBS doesn't do 25khz. Appreciate the help though, thank you!
