yamaha gp800 power valve question pwc

                           2000 gp800 wave runner
                                                                 Sluggish out of the hole,i have to flutter the throttle to plane up.Once its up on plane it runs like h#LL. How do you test to see if the power valve is functiong properly?

if you have had ethonal gas in it, and it sat for a few months, its probably time for a carb rebuild/cleaning.
